The B-C government is planning to put a tighter leash on commercial dog and cat breeders. Premier Christy Clark says officials will begin consultations this spring that will include looking at requiring licensing or registration to operate. (The announcement comes after two recent high-profile cases where the SPCA raided two separate facilities and seized 150 animals.)
