The rules governing political ficing in Manitoba could be changed if the Progressive Conservatives win the upcoming provincial election. Tory Leader Brian Pallister told reporters the current law is outdated. (The Tory leader has already promised one specific change -- to eliminate a subsidy that parties get based on the number of votes they received in recent elections.
