The National Energy Board has recommended that Ottawa approve Kinder Morgan Canada's proposed Trans Mountain pipeline expansion. Dr. Robert Steedman, the NEB's Chief Environment Officer, says the approval is subject to 157 conditions. (Kinder Morgan wants to triple the capacity of its existing Trans Mountain pipeline, which carries diluted bitumen from oilsands near Edmonton to Burnaby, B-C for export.)
