Manitoba's children's advocate says domestic violence should be enshrined in law as a child protection concern. Darlene MacDonald says there is a growing recognition that witnessing domestic violence is traumatic for children. She says the Child and Family Services Act hasn't been significantly overhauled in eight years and should be amended. (Manitoba has more than 10-thousand children in care and the vast majority are indigenous.)
