New greenhouse gas legislation in Newfoundland and Labrador will help cut industrial emissions with flexible carbon pricing, but the province will still miss its 2020 targets. It had aimed to reach 10 per cent less than 1990 levels by 2020. But Environment Minister Perry Trimper says the province will have to do more. (Trimper says the province is in talks with Ottawa about ways to cut emissions from offshore oil sites.)
