A military spokesman says the Canadian Forces was not surprised by an inquiry report released today by a judge who looked into the suicide of Edmonton corporal Shaun Collins. Major Jean-Marc Mercier says many of the judge's recommendations had already been acted upon after a military board of inquiry was held into the death in a cell at CFB Edmonton five years ago. He says improvements were made in the Edmonton cell, and assessment of other military cells continues. (Collins was placed alone in a cell even though he had been suffering from PTSD and had tried or threatened to kill himself four previous times.)
