Manitoba Premier Brian Pallister is not exactly embracing a new report that says more people would vote if the province had a different electoral system. The report, from Elections Manitoba, says many people who didn't vote in the last election would vote under a system of proportional representation -- where legislature seats are allotted based on each party's vote percentage. Pallister says it's an interesting idea, but not a priority. (The former NDP government promised a review of the electoral system but did not follow through before the last election.)
