Kiwala, who represents Kingston and the Islands, says the software gives scalpers a huge, unfair advantage. (Kiwala says many fans hoping to attend the final concert by the Tragically Hip in their hometown of Kingston this month were shut out, a situation she says that repeats itself at most major events.)
