Economists say the worst appears to be over for Alberta's economy, but a lot of factors are still at play. Avery Shenfeld of CIBC was one of many economists who met with finance Minister Joe Ceci (SEE'-see) to examine the state of the province. Shenfeld says the upcoming carbon tax is mitigated by the fact some of it will be put back into the economy. (Alberta's carbon tax takes effect in just over three weeks. It will hike costs at the gas pump and on home and business heating bills. Middle and lower-income families will be getting rebates.)
