The Quebec government set up a fund to assist hemophiliacs and others infected with the AIDS virus through tainted blood in the 1980s. Ten million dollars would be distributed over three years. But that was not enough for Bruno Dostle, one of the 165 people in the province who qualified. He said it works out to only 12 thousand dollars a year.
