Quebec Premier Robert Bourassa said he supported the Allaire report, which gave Ottawa about a year-and-a-half to negotiate more powers for Quebec. The report suggested about 20 areas where Quebec should exercise exclusive jurisdiction, including cultural affairs, communications, energy and the environment. Parti Quebecois leader Jacques Parizeau said the Liberal party's Allaire report was just plain silly.
