The RCMP officer dubbed Sergeant Pepper at the 1997 APEC protests in Vancouver said he was well-acquainted with the effects of pepper spray. Staff Sergeant Hugh Stewart told the APEC inquiry on Oct. 26 that he was sprayed dozens of times during preparation of a Mountie training manual on the spray. Stewart used pepper spray to clear a road of protesters at the University of BC to make way for an APEC motorcade.
