A long-awaited report on the 1997 APEC summit in Vancouver was released on August 7th. The report said federal officials played an "improper role" in security arrangements at the summit. The report said those bureaucrats occasionally bullied RCMP officials who were poorly prepared for the melee. Garth Mullins, one of the A-PEC protesters, said the report didn't go far enough. (Former judge Ted Hughes wrote his report for the Commission for Public Complaints against the RCMP.)
