Finance Minister Paul Martin announced on Feb. 16 that his budget would give the provinces a big increase in health-care dollars. Health transfers to the provinces were to be boosted by two-billion dollars annually in the coming year, and 2.5-billion by 2002. He said that would restore federal health funding to the levels of 1993, before the Liberals took power.
