The country's premiers, minus Lucien Bouchard, launched a process in Calgary that they hoped would show them reaching out to Quebecers, without giving anything away. They decided the public should have a say in strengthening the federation. Each jurisdiction was free to draw up its own process, but all would follow a national framework that recognizes Quebec as unique. Ontario Premier Mike Harris said the message was a simple one.
