Quebec Premier Robert Bourassa's handling of the constitutional negotiations became -- at least in the media's eyes -- an issue in the referendum debate. Two of Bourassa's senior constitutional advisers berated their boss in a private phone conversation that was leaked to the media. But the Quebec Premier insisted the controversy did not harm the credibility of the "Yes" side. Bourassa said Quebecers would vote on the contents of the Charlottetown accord, not the words of some adviser.
