The unity debate took a strange twist in Quebec when 40 municipalities adopted resolutions saying they wanted to remain part of Canada if Quebec separated. Quebec's deputy premier said that wasn't possible. But federal Intergovernmental Affairs Minister Stephane Dion warned there was no guarantee Quebec's borders would remain the same after separation.
