Two years after Canada Customs agents were told to stop planting drugs in the suitcases of Canadian travelers to train sniffer dogs, one agent put an ounce of pot in Jackie McCormick's suitcase. Because of a communications breakdown, the bag slipped through and was discovered when the 70-year-old New Brunswick woman reached home. McCormick said no one had ever apologized. Canada Customs refused to comment.
