Ontario announced it was unilaterally giving Hepatitis C victims not covered by federal compensation at least 10-thousand dollars each. Provincial Heath Minister Elizabeth Witmer said the move recognizes "the real human toll" of the tainted blood tragedy and added Ontario could not wait any longer for Ottawa to get on board and help those infected before 1986 or after 1990.
