Barack Obama met Prime Minister Stephen Harper February 19th in Ottawa on his first foreign visit since becoming US president. Harper and Obama announced that Canada and the US agreed to establish a "clean-energy dialogue'' to cut greenhouse gases and fight climate change. Obama said the dialogue would strengthen research and development and advance carbon reduction technology. (Obama and Harper also agreed to work closely to counter the global economic recession with "mutually beneficial stimulus efforts.")
