Ontario's NDP government introduced the toughest tobacco legislation in North America. It raised the legal smoking age to 19, and banned cigarette vending machines and the sale of cigarettes in drugstores. Health Minister Ruth Grier said the statistics showed that the government had to act. (In the past two years, smoking by Grade Seven students had increased by 58 per cent, despite huge public education campaigns about the dangers of smoking.)
