When the situation for hundreds of thousands of refugees in Zaire became untenable late in the autumn, Canada spearheaded a drive to help. It took several days of behind-the-scenes work, but Prime Minister Chretien, Canada's UN ambassador Robert Fowler, and others finally persuaded the UN Security Council to pass a resolution that provided for a Canadian-led force to rush to Zaire to help bring food and medicine to about one-million refugees. Fowler thanked other countries for agreeing to join the effort. (The Zaire operation was to last until March 31st.)
